Pemerintah Percepat Pengembangan Produksi Mobil Listrik

IMQ, Jakarta —  Pemerintah terus mempercepat pengembangan produksi mobil listrik di dalam negeri.

Akselerasi ini sesuai pernyataan Presiden Joko Widodo yang menyatakan telah menandatangani Peraturan Presiden (Perpres) terkait hal tersebut, dengan harapan para pelaku industri otomotif di Indonesia segera merancang dan membangun pengembangan mobil listrik.

"Kita tahu 60% mobil listrik itu kuncinya ada di baterainya dan bahan untuk membuat baterai seperti kobalt, mangan dan lain-lainya, yang semuanya ada di negara kita. Strategi bisnis ini kita rancang agar nanti kita bisa mendahului dalam membangun industri mobil listrik yang kompetitif," kata Presiden di Jakarta, Kamis (8/8).

Sementara itu, Menteri Perindustrian, Airlangga Hartarto, mengatakan kebijakan mengenai mobil listrik berkaitan erat dengan pengembangan ekosistem yang terkait dua hal.

"Pertama, Perpres mobil listrik mengenai tentang percepatan, terdapat pembagian tugas-tugas bagi kementerian, antara lain penyediaan infrastruktur, research and development dan regulator. Kemudian kedua, pada Peraturan Pemerintah (PP) Nomor 41/2013 yang terkait dengan sistem fiskal perpajakan Pajak Penjualan Atas Barang Mewah (PPnBM) yang akan mengacu pada tingkat emisi kendaraan," papar dia.

Nantinya, lanjut Airlangga, ada insentif apabila full electric vehicle atau fuel cell dengan emisi nol, maka PPnBM-nya juga nol.

"Jadi, berbasis kepada emisi yang dikeluarkan. Mobil listrik akan jalan apabila insentifnya jalan, saat ini, mobil listrik harganya 40% lebih mahal dari pada mobil biasa," ujarnya.

Dalam revisi PP Nomor 41, dimasukkan juga roadmap (peta jalan) mengenai teknologi berbagai kendaraan berbasis listrik, termasuk untuk mengantisipasi teknologi kendaraan berbasis hidrogen atau fuel cell vehicle.

"Jadi keseluruhan perkembangan teknologi sudah diadopsi," tutur Airlangga.

Airlangga menambahkan, dalam Perpres terkait mobil listrik diatur juga Tingkat Kandungan Dalam Negeri (TKDN) yang harus mencapai 35% pada 2023. Hal itu juga memungkinkan upaya ekspor otomotif nasional ke Australia.

"Dalam Indonesia-Australia Comprehensive Economic Partnership Agreement (CEPA), ada persyaratan 40% TKDN, sehingga kami sinkronkan dengan fasilitas yang ada," katanya.

Guna mendorong pengembangan industri mobil listrik Tanah Air, pada tahap awal, pemerintah akan memberikan kesempatan kepada para pelaku industri otomotif untuk mengimpor dalam bentuk Completely Built Unit (CBU). Namun, dalam tiga tahun, industri diwajibkan harus memenuhi peraturan TKDN.

Kuota impor CBU mobil listrik bergantung kepada investasi dari principal (pemilik merek), keringanan untuk impor hanya diberikan kepada pelaku industri yang sudah berkomitmen untuk melakukan investasi kendaraan listrik di Indonesia.
